Keith is a technology policy and public affairs professional with nearly 15 years of experience leading evidence-based research, government relations, multi-country advocacy, and stakeholder partnerships across Southeast Asia.

He has a track record of shaping policy conversations on the digital economy, AI governance, digital public infrastructure, cybersecurity, and trust & safety through research-driven advocacy, coalition building, and strategic stakeholder engagement. Keith excels at bridging public, private, and community interests to advance digital growth, resilience, and responsible innovation.

Previously, Keith served as the U.S. Embassy Manila’s Economic Specialist for Digital Economy and Cybersecurity, where he managed the U.S.-Philippines Joint Cybersecurity Working Group — growing it from 20 to over 400 stakeholders — and led 30+ bilateral engagements on digital cooperation. He began his career as a Research Specialist at the Philippine Institute for Development Studies, co-authoring 11 public policy research papers.

He holds a Master in International Affairs (Valedictorian) from the Lee Kuan Yew School of Public Policy at NUS, and a BA in Political Science (Magna Cum Laude) from the University of the Philippines Manila. By heart, he’s a theater improviser.
